Twin Cities home builders had their best year since 2007 with more than 10,300 planned units - a 14-percent increase over last year and the first time since 2007 that builders broke the 10,000 mark. Apartments and other multi-family construction represented half those planned units with single-family homes rising 26 percent over 2012, according to a year-end report from the Builders Association of the Twin Cities.
