Dignitaries and winter carnival royalty gathered for the laying of the first Ice block for the St. Paul Winter Carnival Ice Palace to be built in Rice Park. The ice palace is expected to be 70-feet tall and use 4,000 blocks of ice, each weighing 500 pounds.
