Senate leaders Sandy Pappas, Leroy Stumpf, Tom Bakk and Dick Cohen huddle to work out the procedure bonding proposals should go through. Several senators have introduced measures for building projects. This year, Gov. Mark Dayton and DFL leaders have said they hope to pass a bonding bill, even though borrowing bills are usually reserved for even numbered years. Since bonding bills require a super majority vote to pass, Republicans would have to get on board for any such measure to pass.
