Three years ago, Minneapolis created a tier system for apartment buildings based on the condition and maintanence of the property with the best buildings ranked Tier 1 becaused they were "well maintained and managed," requiring inspections once every eight years. The information is generally posted in the lobby and can be an indicator for perspective renters of the quality of the building. The problem is that it appears to be no indicator at all.
