Starting Saturday, St. Paul will enter the realm of 21st-century transit using the basic 19th-century technology it rode to prosperity 100 years ago: rails. And it's hoping a similar boom results, in ways both tangible and symbolic. The Green Line is said to represent the city's best shot in years to turn around downtown and University Avenue, as it becomes a gateway for west metro residents to sample the city's attractions.
