The city of Duluth has to spring into action to repair some 300 leaks or breaks in its water pipes. After years of deferred maintenance, the Public Utilities Commission recently increased water rates. Cities all over Minnesota are having to face the music on their aging infrastructure, and public officials are wondering how much residents can take.
Photojournalist Glen Stubbe has been chief political photographer for the Star Tribune since 2011 and was business photographer and photo editor before that. He was named Visual MN Photographer of the Year twice in a row, first in 2015, and then combined 2016-2017.
