Rule V draft today The annual Rule V draft takes place at 9 a.m. Thursday. The Twins don't consider the class to be a deep one, but there are a handful of pitchers whom they might consider with the No. 4 overall pick. Any player they draft has to remain on the major league roster the entire season, or must be offered back to the original team for half of the $50,000 drafting fee. The Twins have four open spaces on their 40-man roster.
