A Brooklyn Park man arrested in August on suspicion of selling counterfeit State Fair tickets lost his insurance producer license this month, according to a order by the Minnesota Department of Commerce. The department also found that Michael J. Horras failed to notify them of a June 2011 conviction for misdemeanor theft. An Andover woman who said she unwittingly bought a fake ticket from Horras at a fair park-and-ride lot told Whistleblower that she recognized the man as her insurance agent. Police say Horras admitted to selling the fake tickets for $10 each. They confiscated 153 tickets and $345. In revoking Horras' license, the state cited a rule that requires agents to "observe high standards of commercial honor." Read the consent order here.
