Property tax revenue: Increased from 23 percent of city revenues to 37 percent.
Grants from the state and national government: Decreased from 30 percent of city revenues to 26 percent.
OVERALL REVENUES: Decreased by 11 percent.
OVERALL SPENDING: Decreased by 8 percent.
