Aqua Lawn & Landscaping, Inc., and Joseph Louwagie, West Fargo, N.D., $5,000 fine with $4,500 stayed Louwagie must stop acting as a power limited technician, electrical contractor or technology system contractor until licensed. Crocker Satellite TV and Dean Crocker, Longville, Minn., $2,000 civil penalty stayed Crocker must stop acting as a technology systems contractor until licensed.
