A Republican plan to use the state's budget reserves for business tax relief is "going the wrong direction," says state budget commissioner James Schowalter. He says the state needs to have the fiscal discipline to "pay as you go." Senate Tax Chair Julianne Ortman says Schowalter and Gov. Mark Dayton need to do a better job at finding savings in the budget so the state can afford the tax cuts.
