Blacks parents who enroll their children in Minneapolis schools say they're not going to fail. But the odds say otherwise. One of three American-born black students graduates in four years in Minneapolis. Little better than one in five reads proficiently. Because Minneapolis enrolls more black students than any other district, raising that performance is crucial to efforts by the district to narrow the achievement gap.
