"I think that they just killed me," Kerry M. Neal-Hill said as bullets shattered the windows of the station wagon he was riding in Sunday evening, according to court documents.
Neal-Hill was hit by four bullets and died a few minutes after he arrived at Regions Hospital in St. Paul.
Terrell D. McCoy, 20, of St. Paul, turned himself in to police Thursday and was charged Friday with two counts of second-degree murder and one of second-degree assault.
A resident near Aurora Avenue and Avon Street said he'd heard seven or eight gunshots about 7 p.m. Sunday and had seen a sport-utility vehicle and station wagon driving alongside each other, according to the criminal complaint.
The man who took Neal-Hill to Regions told police that they had been "rolling around" when they saw two men get out of a sport-utility vehicle. One of the men began shooting at them, the complaint said.
Police found the vehicle later that night near Pierce Butler Route and Fairview Avenue in St. Paul. The SUV's owner said he had loaned the car to his cousin -- McCoy -- and that McCoy called him about 8 p.m. Sunday and said he should report the vehicle stolen, the complaint said. The owner also said another cousin told him McCoy had shot Neal-Hill.
The victim has two birth dates on record, making him 23 or 24.
Police spokesman Peter Panos said the shooting was not random. "Everyone knew each other," he said, adding that the shooting may have stemmed from "an ongoing dispute from past dealings."
Police are still pursuing a second suspect, Panos said.
McCoy is being held in the Ramsey County jail on $300,000 bail.
