Hennepin County Sheriff Rich Stanek says his jail has become a warehouse for people who have mental health problems and are being wrongly criminalized for their symptoms. On any given day, the jail holds 100 to 200 inmates with diagnosed psychiatric disorders -- many of them incarcerated for months before receiving appropriate care.
