Details: A prime residential location in Woodbury that has been on hold since the housing bust of the last decade will sprout 74 units of attached townhouses under plans approved this month by the city.

The Woodbury City Council on June 12 signed off on a planned unit development and conditional use permit for Eastview Place, a project from Coon Rapids-based builder Centra Homes, bringing new activity to a site that had first been platted in 2004.

The one- and two-story units will feature gabled roofs with red brick and cultured-stone exteriors, which planners said met the city's standards for the area.

The site has a complicated history, dating back nine years when it was first laid out by now-defunct Heritage Development as the Retreat at Garden Gate, part of the 70-acre Garden Gate master development just south of the "Northeast Area," a planned 580-acre business-residential project near Interstate 94 and Manning Avenue.

The first phase, originally called Garden Gate Gables, was built out with 97 small-lot single-family homes. The second phase was to feature a 91-unit apartment building, 228 condominium units among six buildings and 40 for-sale, long-term affordable townhouses.

Of that second phase, only one 38-unit condo building was built, while Habitat for Humanity later came in to construct affordable townhouses.

Centra purchased the property last year as part of a transaction in which it picked up 350 properties formerly held by Heritage.
