Allina Health and the union for 4,800 of its nurses at five Twin Cities hospitals reached a tentative contract early Tuesday. If nurses approve the deal in voting Thursday, it will do the following:

• Health Insurance Phase Out: The union's popular low-deductible health plans will be phased out by 2019, and union nurses will switch to Allina's three corporate health plans. Allina will pay 75 percent of family premiums and 85 percent of single premiums, and guarantee the benefit levels of its most popular plan through 2021.

• HRA/HSA Bonuses: Nurses will receive $500 bonuses in health savings or health reimbursement accounts in 2017, and those with Allina plans will receive HSA or HRA bonuses of $1,000 in 2019, and $500 in 2020 and 2021.

• Health Insurance Oversight: A committee of nurses and Allina officials will meet four times each year to review benefit designs, costs and trends.

• Pay raises: 2 percent each year of the three-year contract.

• Dedicated ER Security: Security guards will be posted at all times in emergency departments at the five affected hospitals, and will not be called away to address concerns elsewhere in the hospital.

• Charge Nurse Committee: Nurses and Allina officials will serve on a committee to review the role of charge nurses and their struggles to supervise other nurses while assigned to their own patients. A mediator will help resolve any staffing disputes this committee cannot address.
