Kavanaugh was a co-author of the 1998 Starr Report that laid out the case for impeaching President Bill Clinton for lying under oath. During the 2008 address at the U, Kavanaugh argued that sitting presidents should be immune from congressional investigations and prosecution while in office. The speech was adapted into a 2009 article for the Minnesota Law Review.
