Phelps, Franklin Edson Age 56, of White Bear Lake, died on December 20, 2014. Frank Phelps, philanthropy consultant for Minnesota nonprofits, devoted family man and grand giver of his whole heart. Preceded in death by brother Bowen (Nancy). Survived by beloved son Samuel; fiancee Christine Anderson, daughters Amber and Paige, grandson Carter, loving parents Peter and Saralee, siblings Erin Phelps-Stark (David), Bill (Jennifer) and Louise Page (Ben); nieces Molly, Matilda; nephews Kyle, Jason, Keith, Anthony, Koven, Christopher and Teddy.
