Bailey, Vicki Lynn A woman of extraordinary talent, integrity, and generosity, died peacefully at home in the loving arms of her husband and daughter on February 19, 2018. Born in 1955, Vicki grew up in Black River Falls, Wisconsin and was educated in Minnesota, earning a BA in History at St. Olaf College, graduating magna cum laude from William Mitchell College of Law, and earning an MBA from the University of St. Thomas. She met her husband, Louis Speltz, at William Mitchell and they married in 1982. Vicki began her 31-year career at Advantus Capital Management as an investment attorney. When she retired, she was Chief Legal Officer for Advantus Capital Management, Chief Compliance Officer for Advantus and Securian Funds Trust, and a Vice President of Securian Financial Group. An example of just one of her accomplishments at Advantus was her key role in creating, developing, and implementing its compliance program. Vicki advised and served on many boards, and her expertise was recognized nationally: she served as President of the American College of Investment Counsel and in 2012 was named a Top Woman in Finance by Finance and Commerce. Equally important was Vicki's ability to provide leadership and to foster community at Advantus. She expected and modeled integrity and respect for others, and was a trusted mentor and legal advisor. She founded the MIMLIC Fairies, a singing group that wrote and performed original songs at company celebrations and recognition events, and even used games, skits, and an Oscar-themed ceremony to make mandatory compliance training fun. Vicki's generosity and passion for service extended far beyond her professional life. She championed the work of Junior Achievement of the Upper Midwest, served on its board, and grew Junior Achievement's partnership with Securian, while also teaching classes about entrepreneurship and financial literacy for fifteen years. Her work was recognized with a top leadership award from Junior Achievement in 2012. Vicki was also a driving force in developing the Primary Ciliary Dyskinesia Foundation. As Chairman of the Board, Vicki spear-headed fundraising for the Foundation, the development of clinical centers, and the creation of a patient registry. Vicki hosted four to five holiday parties a year at Visitation Monastery of Minneapolis, where children played games to win school supplies, homemade cupcakes, Halloween costumes, household staples, and toys. Over the course of twenty years, these parties have strengthened community ties for thousands of schoolchildren in North Minneapolis. Vicki's love of parties, and gift for connecting people, carried over into the many ways she brought together her friends and extended families, baking magnificent desserts, hosting exuberant showers, and most important of all, initiating an annual Speltz family reunion. When the children were young, the latter included "Olympic" games, complete with an opening ceremony, flags, and trophies. Her creativity and level-headed thinking will be sorely missed by all. Vicki is survived by her husband Louis Speltz and her daughter Elizabeth Speltz (David DeWitt); her sisters Patty Iverson, Betty Dobson, Nellie Kniseley, and Donna Larson; and her brothers Bill Bailey and Jim Bailey. The memorial service and reception will be held at The Woman's Club in Minneapolis (410 Oakgrove St., Minneapolis, MN) on March 19, 2018 at 11 am.
