Details: Work on a new luxury apartment complex is underway in a specially zoned area of southwest Rochester designed to attract mixed properties to an area along the South Fork of the Zumbro River.

City officials established the Riverfront Commons Special District near the Apache Mall shopping area with the intent of fostering "a comprehensively-planned, pedestrian-oriented neighborhood" characterized by "higher density housing, skillful architectural and landscape design and open spaces."

Twin Cities developers CPM and Roers Investments last year proposed a mixed-use, retail-residential project anchored by the upscale, 159-unit Red44 Apartments. Ground was broken this month for the building, which will offer a rooftop lounge with a fire pit, community spaces, fiber-optic internet access and shuttle service to the Mayo Clinic for tenants working there.

The apartments are the first element of the planned 9.8-acre Commons at Mayowood commercial node, which also includes a pair of future retail buildings along 16th St. SW. near Mayowood Road. The developers stated in a project narrative their hope is that the higher-income demographics supplied by Red44 and the nearby Waters on Mayowood senior apartments will attract "destination" retailers to the site.
