Details: Three years after it was first announced, a new supportive housing apartment building for people with HIV/AIDS was nearing final city approvals this week.
Clare Housing, which was founded in 1987 and now owns and manages seven properties serving people affected by AIDS/HIV, received access to the parcel along 2nd St. NE. in 2013 as part of a larger deal to redevelop a former Little Jack's restaurant. Marshall Flats will be on what was the restaurant's parking lot.
The $7.6 million effort was funded mainly through the sale of low-income housing tax credits.
Marshall Flats will offer studio rental apartments and social services on-site. Under Clare's system, tenants sign leases and are responsible for paying rent, usually around 30 percent of their incomes. They can use such services as on-call nursing, round-the-clock emergency response and medication management.
The group says its goal "is to support and engage residents at a level that ensures they maintain their housing and optimize their HIV and overall health outcomes."
The four-story building itself, designed by St. Paul-based Cermak Rhoades Architects, will feature exterior materials including a combination of various colors of brick, glass, fiber cement board and metal cornices.
