Tropical low pressure that drifted westward over the South China Sea duringthis week failed to become a tropical storm before dissipating off centralVietnam. But the low did not fail in unloading torrential rain onshore as itapproached land.Heavy rain broke out on Thursday in the area of Da Nang and Hue, then felltorrentially at times right into the day on Friday. Rainfall of about 16 incheshit Da Nang, mostly within a 24-hour span of time. Hue, not far to the north,was pelted with 14 inches of rain as of Friday evening, local time.

For perspective, the rainfall at Da Nang amounted to about 130 percent ofnormal rainfall for all of September, an outpouring having high impactpotential by way of flooding. For Hue, the downpours accounted for most of theusual rainfall for the month of September.

As of Friday, flooding was indeed reported from the region with riversbursting their banks, roads submerging and crop-laden fields going underwater.

September marks the start of the rainy season for much of central andnorthern Vietnam. This wet season normally lasts from September toDecember.
