Gov. Mark Dayton on Monday re-appointed Pete Benner and Phil Norrgard to their current seats on the board at MNsure, the state's health insurance exchange.

Benner and Norrgard were scheduled to step down from the seven-person board next month.

"I am pleased to reappoint both of them to the board, and I thank them both for their willingness to continue this very important service," Dayton said in a statement.

Benner holds the board position reserved for someone with expertise, leadership, and innovation in the areas of health administration, health care finance, health plan purchasing and health care delivery systems. Norrgard's seat is for a board member representing individual consumers eligible for public health care program coverage.

Their terms on the board will expire on May 5, 2021.

Benner and Norrgard are the only board members left from MNsure's rocky rollout in late 2013. Minnesota launched the MNsure exchange as part of the federal Affordable Care Act (ACA).

The health insurance exchange is an option for people who buy health insurance policies for themselves, either because they're self-employed or don't have access to a health plan via employment or a government program. Minnesotans also use MNsure to enroll in the Medicaid and MinnesotaCare public health insurance programs.

Republicans in Washington D.C. have pledged to repeal and replace the ACA, and one such bill potentially would have diminished MNsure's role in providing tax credits to people buying individual health insurance policies. But the bill, which was back by President Donald Trump and U.S. House Speaker Paul Ryan, R-Wis., failed to get a vote last month.
