A criminal complaint has been dismissed against a woman attending a Minnesota United soccer game who was hauled out of TCF Stadium topless by police after exposing herself in front of a 7-year-old boy and others in the stands.

The city attorney's office dropped the gross-misdemeanor count of indecent exposure filed in Hennepin County District Court against Rose M. Picklo, 23, of Grand Forks.

University police removed Picklo from the stands on Sept. 23 where the boy and others had seen her. Officers alleged that she ignored their orders and had to be picked up and carried from the stadium.

She was taken to jail that night and released two days later after posting $1,000, which is being returned to her, according to court records.

The case was dismissed in an "exercise of prosecutorial discretion," Assistant City Attorney Timothy Richards wrote in a court filing.

"Charges were dropped because the arrest was a gross violation of my civil liberties," Picklo said.
