A Rockford property appraiser accused of misleading buyers and lenders was fined $3,000 and ordered to take course work, according to a July order by the Minnesota Department of Commerce.

Charles J. Hilbelink didn't tell prospective buyers that he had recently appraised the same five properties for other buyers, the order stated. He supplied lenders with inaccurate data on at least two properties, according to the order, including one in Albertville in which he reported comparable sales as high as $875,787 when the highest was $214,900. Hilbelink said current listings were as high as $549,000, but the highest was actually $213,000, the order said. He also accepted a builder's comparable-sale info without verifying it, the order said. Read the full consent order here.
